Internal factors affecting the adoption and use of government websites
: The purpose of this paper is to identify internal factors within government that affect the adoption and use of government websites. A conceptual framework, based on a literature review, guides the analysis of open-ended questionnaire responses from internal government and community workers involved in the administration of six community municipal portals in the province of Ontario, Canada. Findings suggest that key internal factors have a positive impact on the design and implementation of community municipal portals: cooperative partnerships, sound governance structures, strong leadership, effective systems development, sustainable funding and sound marketing. The ability to implement a clear and strong strategic direction is a central theme that ties these factors together. Recommendations for practitioners and managers are suggested.
